In 1994, Wei Ruan graduated from the Marine Navigation Department of Shanghai Maritime University. From 1998 to 2000, he pursued his Master’s degree in Maritime Management at the World Maritime University in Sweden. Since 2005, he has held the positions of Director of the Crew Training Center and Dean of the School of Continuing Education at Shanghai Maritime University. As an Associate Professor and Ph.D. candidate in Transport Safety and Management in the field of Vehicle Utilization Engineering at Shanghai Maritime University, his research focuses on international maritime safety conventions, maritime safety management, maritime policies and management, as well as seafarers’ education and training. As a representative of the China Maritime Safety Administration, he has participated in the 37th to 44th International Maritime Organization (IMO) Sub-Committee on Crew Training meetings in London, as well as the 2010 Diplomatic Conference to Amend the STCW Convention and STCW Code. Since 2012, he has represented the International Maritime Lecturers Association (IMLA) in meetings held by the IMO Maritime Safety Committee. He currently serves as a member of both the STCW Sub-Committee and the Sub-Committee on Maritime Investigation of the China Maritime Safety Administration. Furthermore, he is a senior auditor for the Quality Management System of Seafarers’ Education, Training, and Management, as well as an expert in the Examination Center of the China Maritime Service Center. Since September 2015, he has held the positions of Dean of the International Education College and Director of the International Students Office at Shanghai Maritime University.
