Jinshan Gu, holding the title of professor level senior engineer, served successively as Secretary of the Party Leadership Group, Director General of Shanghai Water Resources Bureau (Shanghai Oceanic Administration), Director General of Shanghai Housing and Urban-Rural Development Administration Commission, and Deputy Secretary-General of Shanghai Municipal People's Government. He is now Secretary of the Party Committee and Chairman of Shanghai International Port (Group) Co., Ltd. (SIPG), and President of China Ports Association.

Since assuming the position of Party Secretary and Chairman of SIPG in June 2019, he has actively devoted himself to the building of Shanghai International Shipping Center and the transformation and development of SIPG. Through in-depth study, he has repeatedly lodged proposals to the government and industry authorities on promoting the sustainable development of the port, shipping and logistics industries. The annual container throughput in 2022 reached 47.3 million TEU in Shanghai Port, ranking first in the world for the 13th consecutive year.
